Regimul de la Teheran a decis să sisteze exporturile de petrol spre Marea Britanie şi Franţa, în replică la decizia UE de a impune un embargo pe etape asupra petrolului iranian, din luna iulie a acestui an.
Iranul a anunţat că a decis să oprească exporturile de petrol pentru un total de 7 state europene, Franţa, Italia, Spania, Grecia, Portugalia, Olanda şi Marea Britanie, dar măsura va fi aplicată pentru început împotriva companiilor franceze şi britanice.
Iranul face astfel astfel un pas înaintea Uniunii Europene, care încă mai discută despre cum poate fi aplicat, în etape, embargoul asupra petrolului iranian.
Uniunea Europeană a încearcat astfel să determine Iranul să renunţe la programul nuclear suspectat că este pentru obţinerea de arme nucleare, dar deocamdată Teheranul nu se arată afectat de această măsură, ba chiar mai mulţi oficiali iranieni au declarat că Iranul are alternative de export.
De altfel, Ministerul Petrolului din Iran a anunţat că deja Teheranul a găsit înlocuitori pentru firmele britanice şi franceze care cumpărau până acum petrolul iranian.
Între 18 şi 20% din petrolul iranian era destinat până acum pieţei europene, a doua cea mai mare pentru Iran, după China.
Europa, fără petrol iranian
Lipsa petrolului iranian de pe piaţa europeană nu are cum să nu se facă simţită pe viitor iar pe asta mizează autorităţile de la Teheran.
Purtătorul de cuvânt al Ministerului iranian al petrolului, Alireza Nikzad Rahbar, a declarat că Europa are mai multă nevoie de petrolul iranian decât Teheranul de piaţa europeană, în condiţiile în care deja există cerere pe alte pieţe pentru ţiţeiul iranian.
Lipsa petrolului iranian de pe piaţa europeană presupune, spun specialiştii, ca ţări ca
Arabia Saudită, de altfel un adversar politic şi economic declarat al Iranului, să completeze golul lăsat de Iran.
Ministrul iranian al Informaţiilor Heydar Moslehi s-a declarat neîncrezător în eficienţa embargoului european asupra petrolului iranian: „ Situaţia economică globală este de aşa natură încât nu permite ca o ţară să poată fi îngenunchiată prin sancţiuni economice”.
La rândul său, purtătorul de cuvânt al comisiei parlamentare pentru energie, Emad
Hosseini, a declarat că dacă Iranul nu îşi va putea vinde petrolul, până acum destinat Europei, poate să îl depoziteze şi în acelaşi timp să blocheze strâmtoarea Ormuz, prin care este transportat între 35 şi 40% din petrolul din regiune destinat lumii, o ameninţare de care Teheranul a mai făcut uz în trecut, fără însă să treacă la fapte.
Criză fără precedent
Teheranul a anunţat că îşi poate redirecţiona exporturile spre Africa şi mai ales China, cel
mai mare importator de petrol iranian.
Problema este că şi China şi-a redus cererea de ţiţei iranian din cauza unor neînţelegeri cu Teheranul în privinţa preţului.
În pofida poziţiei sale ferme, Iranul se confuntă în prezent cu mari dificultăţi economice, iar oprirea exporturilor spre şi mai multe ţări europene, în afară de Franţa şi Marea Britanie, poate agrava situaţia.
Recent, preţul alimentelor în Iran este în creştere iar moneda naţională – rialul - s-a devalorizat cu 40 de procente faţă de dolar.
O problemă în plus este că Iranul consumă mai multă energie din hidrocarburi decât produce, spune analistul iranian Ehsan Aghamiri: „Consumul, faţă de ce se rafinează în ţară, este mult mai mare, şi atunci o mare parte din benzină se importă iar în ultimii ani, mai ales pentru că preţul benzinei a crescut şi transporturile s-au scumpit” explică Ehsan Aghamiri.
Totuşi, cel puţin la nivel declarativ, regimul de la Teheran se arată gata să facă faţă oricăror sancţiuni externe iar ministrul iranian de externe, Ali Akbar Salehi a afirmat că Iranul este decis să îşi continue programul nuclear, despre care susţine că este civil.
Declaraţii şi realitate
Mai mult, ministrul iranian de externe, Ali Akbar Salehi a declarat că Iranul este pregătit chiar şi pentru cel mai rău scenariu posibil, făcând aluzie la ameninţarea cu atac: ”De vreme ce noi ştim că avem dreptate, nu ne îndoim nicio clipă că trebuie să continuăm programul nuclear, aşadar intenţionăm să continuăm cu fermitate şi încredere şi nu suntem afectaţi de propaganda occidentală.
"Chiar şi în cazul celui mai rău scenariu posibil, noi suntem pregătiţi.
"Occidentalii sunt aroganţi şi de aceea nu au învăţat să interacţioneze politic într-o manieră prudentă şi umană”.
Oficial, Teheranul nu a arătat semne de teamă şi, luând decizia de a sista exporturile de petrol către firmele britanice şi franceze, s-a bazat pe faptul că lumea este marcată de încetinire economică, Europa se zbate în criza monedei unice iar marile companii petroliere şi din industria de rafinare nu ar vedea cu ochi buni pierderea ţiţeiului iranian şi ar forţa guvernele să adopte o poziţie mai blândă faţă de Iran.
În plus, sunt rafinării europene şi turceşti care au de recuperat sume pe care Teheranul le datorează pentru prelucrarea ţiţeiului.
